I have only tested with WinXP and Win98 for PG7.4 and
PG7.3...and only light testing...but should work fine.
It has libpq statically linked in, so you don't have
to mess around getting libpq compiled/installed.
It was built with PG7.4 libs, and Tcl 8.2. It should
work with any Tcl version >= 8.2
