Yep, that works:

    test=> BEGIN;
    BEGIN
    test=> DECLARE xx CURSOR FOR SELECT * FROM pg_language;
    DECLARE CURSOR
    test=> MOVE 9999999 from xx;
    MOVE 3

Notice the "MOVE 3" returned.
