Did you read the chapter 20.1 in PostgreSQL documentation?
Your pg_hba.conf is good?
If you can connect to template1, then you can to see the encrypted
passwords: SELECT rolname, rolpassword FROM pg_catalog.pg_authid; but
I think you don't need this...
