Or a PC with Windoze, or a Mac, or a character terminal with Lynx ...

But I agree with Marc: it'd be a good idea to ensure that someone with
only (say) email access can do at least the basic stuff of submitting
bug reports and checking on the status of bugs.

Possibly we could get away with a manual approach, at least to start
with.  I suspect that the majority of users do have a web browser,
so probably only a few bug reports would still need to come via the
pgsql-bugs mailing list.  If someone would volunteer to manually
transfer said reports into the tracking system, that'd handle the
email-submission problem.

Not sure what to do about the status tracking part of the problem.
But, since currently there is *no* way to track the status of bugs,
it's not like using a Web-based tracking system is going to take
anything away from email-only people that they have now.
