Maybe just change the UPDATE statement to:

UPDATE data_sync SET last_parent_table_change=CURRENT_TIMESTAMP WHERE
last_parent_table_change <> CURRENT_TIMESTAMP;

That should reduce the number of actual updates to 1 per transaction.
