use trapping exceptions instead

BEGIN
  EXECUTE 'TRUNCATE TABLE ' || quote_ident(_tablename) || ' CASCADE';
EXCEPTION WHEN  undefined_table THEN
  RAISE EXCEPTION 'your own exception, when you like';
END;
