It is in pg_proc - argument's description is stored in combination of
fields: pronargs, pronargdefaults, proargtypes, proallargtypes,
proargmodes, proargnames, proargdefaults

system function pg_get_function_arguments can returns usual description

proc);
 pg_get_function_arguments
