Error during installation on a 64 bit Windows 10 Korean environment using postgresql-15.6-1-windows-x64.exe

1. Set the Region and Regional Format to Korea/Korean under Settings -> Time & Language -> Region. You may need to install the language pack first.

2. Set the system locale to Korean (Korea) under Control Panel -> Region -> Administrative tab -> Change system locale...

3. Create a new Windows user account with Hangul (Korean) characters in their name. The issue can also occur when there are Hangul characters in the computer name.

4. Log in as that new user.

5. Try to run postgresql-15.6-1-windows-x64.exe. You will see the splash screen, but the installation will fail (with a popup error) before the installer dialog appears. It will say "Error running C:\Windows\System32\icacls ... No mapping between account names and security IDs was done".
