operable program or batch file.
Yeah, the “prior chapter” needed to create the database assumes you are able to compile PostgreSQL from source in which case make would be installed.
and this also.

'Makefile' is not recognized as an internal or external command,
operable program or batch file.
The docs don’t tell you to try and execute the plain text Makefile.
