This is a RH issue rather than PostgreSQL.
Run this command:
# ln -s /usr/kerberos/include/* /usr/include/
before building SRPMS.
Another way is to hack spec file. Add "--with-includes=%{kerbdir}/include
\" line to:
%if %kerberos
--with-krb5 \
--with-includes=%{kerbdir}/include \
%endif
