I had v8.3.0 and tried to upgrade it to v8.3.9-1.

I download and unzip. Then I double click on UPGRADE.bat.

During the installation, it stopped and pop up a window where it's written:

"An error occured during the installation of assembly'policy.8.0.Microsoft.=
VC80.CRT,publicKeyToken=3D"1fc8b3b9a1e18c3b",type=3D"win32-policy",version=
=3D"8.0.50727.762",processorArchitecture=3D"x86". Please refer to Help and =
Support for more information."

That's the Microsoft Visual C++ 8 (2005) runtime library. It's installed
by a bundled installer provided by Microsoft.

Can you download the Microsoft Visual C++ 8 (2005) runtime redist from
Microsoft directly and try installing it?
