There is a new version of pg_dump (with blob support) at:

This version (148) has the following additions:
- pg_dump (plain text format) dumps \connect statements again.
- pg_restore correctly reconnects to the database to ensure ownership is
restored.
- pg_restore (& pg_dump) supports:
--create to create a new schema
--no-owner to skip database reconnections for object ownership
--no-reconnections to skip reconnections entirely
(triggers will not be disabled if the user is not a superuser)
--superuser to specify the superuser account to use to disable triggers.
(for when the current user is not a superuser)
- various minor bug fixes to BLOB dump & restore and dump of aggregate
definitions.
If you wish to use the ZLIB compression library then you have to add
-DHAVE_LIBZ to the Makefile.
Any comments & suggestions would be appreciated...
NOTE: This is an experimental version and SHOULD NOT BE RELIED UPON FOR
BACKUPS.
