I need to install the PostgreSQL on OS Windows Server 2003 R2 x86, but the installer didn’t working.
Would you have another way to install this application?

I downloaded the two versions of the PostgreSQL, such as: 9.6.3 and 9.3.17.
Sometimes when I click to run the installer, nothing happens OR sometimes it appears an error (attached)

Nope.
Answering the question that you asked is about the extent I'm going to be able to help with this. As I said you should pose your request for assistance to a more appropriate list and provide considerably more detail about exactly what didn't work. Log files are especially helpful.

I've told you to post a message to general since this isn't a bug report. If you do that you might have better luck finding volunteers. You might also consider directly emailing whomever supplied your installer. There are also professional support companies whom you can hire.
