BUG #16590: jdbc driver archives are 0 byte files

Description:

Well, all current  42.2.16 jdbc driver archives at
https://jdbc.postgresql.org/download.html are 0 byte files. Tried all links.
"42.2.16 JDBC Source" and 42.2.15 drivers look fine.

Tried it on Windows 10. Two different Systems and networks. One with company
proxy/fw and one without. Microsoft Defender Antivirus and F-Secure
Client.
Also tried wget on an Arch Linux with same result ;)
