What packages did you install? you need postgresql-devel and
postgresql-libs. With them, you don't need the --with-pgsql option.

Well, I may be wrong but nowhere it says that you must use the
--with-pgsql option. So, I don't think it's really interesting to add it
there. I guess we could add that in our new documentation.
